One more term you should know. CAL-EPA which is a term for leftist bureaucrat environmental radicalized government agents that put ridiculous criteria on everything around the HVAC industry in California making it cost twice what it does in every other state. The low cost water heaters and HVAC systems you find online are NEVER California legal, you must pay for the special CAL-EPA certified unit that costs twice as much - or more - than everything else that is available.
